68" Bird Cage Large Play Top
Right now I really like this cage which I found on ebay. It's quite a bit less than $200 and very spacious!

Bad Cage for Conures & Budgies
For example do not buy this cage. Despite the sellers trying to convince you that it is for parrots it is not. That is a canary, parakeet or finch cage. The dimensions won't even fit a parrot without breaking its tail off. Nor will it allow a parrot to flap its wings. One tip off is the price, number 2 is no play pen on the top like a parrot cage, number 3 the doors are easily slid open. Smaller birds can't open it. These doors are an open invite for Conures to just open it and come right out with no problem. This cage and the one on the top of this page are the same brand. One is appropriate for Conures one is not.
Good Budgie Cage
The best cages are square or rectangular. Tall is always bad as birds are not helicopters. They cannot fly straight up and down. You want long not tall. They should not be less than 18" on any side. So 30" x 18" is the minimum. The larger the better. Tiny cages make Budgies become overweight. The one to the left is a great cage. Proper bar spacing is 1/2" - 5/8". No larger.
